Limit permission on specific service - Bug report

When an organization has exceeded the limit as set by admins, the team representative cannot edit or add any new users, even if the new user does not have the permission for that service checked.

I was not able to reproduce that issue. Could you provide me the steps to make it fail?
Also, to make limitation clearer, the current permission status is displayed in the form since 59f8608
