Add "Upload Report" Row to reports page

As a user, I want a big "Upload Report" button on the Reports page, so that I am told how to use the application.

Acceptance Criteria:

1. On the Report page (screenshot below) add an "Upload Report" button.
2. The button should be in a row on the table, or a better solution the developer comes up with.
