add a server to send data from certain user on HPC.

NMIC has restricted limited users to access the storage node on HPC. So nwpc-data-client hpc is only available for two users.
We need to find another way to allow other users in HPC to get data from storage nodes.
Running a service on the storage node for users to download data is a possible idea.
