Create Sources page

We want to create a new page called "Sources" on CC Search. Here is the design.
Note that the "suggest a source" button should end up loading a template in the /cccatalog repo for a new source suggestion. That hasn't been released yet (has been merged, though), so if we create the Sources page before that template is available, let's link to a blank /cccatalog issue instead from the CTA button: https://github.com/creativecommons/cccatalog/issues/new
We'll have separate tickets to deal with Nav Bar changes, and retiring Collections page once this page is live.

@Aakash2408 in general, anyone can work on issues without asking! It is helpful if you make a draft pull request so we know what's being worked on for bigger PRs.
@zackkrida ok sure i will look into it and make a layout.But what content will be posted on sources page.

I will start with the Navbar and footer today and will create a pull request afterwards. Is it ok?
