Configure option --with-petsc

Description
Currently p4est offers the configure option --with-petsc. It does not look like this option is ever queried.
Since petsc uses p4est rather than the other way around, should we not completely scratch this option?
(Curious on @tisaac's opinion in particular.)
Decided to leave it. It's useful to manually testing the plex code with whatever petsc installation hanging around.
