Discussion: Bioconductor and CRAN

I've started to frame a discussion on a branch that I'll submit soon as a PR, to replace the FIXME in the discussion page.
It would be nice to see people contribute to that discussion, essentially framed around the fact that the Bioconductor project is complementary to the CRAN project, with some differences that new users might need to be aware of.
