Add Credential Sharing steps to Project Docs

Add description of these steps to our project docs:

- Credential sharing procedure
- Inbound sharing (others sending to us)
- Phone call
- Add to DSE vault
- Add these steps to project management doc
- Two types of outbound sharing creds:
- Password to be reset immediately (for things like Snowflake onboarding)
- Non-resetting passwords - can add to our password vault and tie to their email
- *Document approach and put in our internal project management docs
- Credential Management header
- Procedures for outbound vs inbound sharing
