Move utilities modules that Kit uses into monorepo

What is restart?
A dumb lil starter css module (grew tired of copy-pasting the same 8 lines of css for every app/prototype/etc). We may want to rename haha.
We should def discuss if we want to rename restart at some point, but since we've already ported these libs into a monorepo I'm going to close this.
