Can't give access to all users for a project

Describe the bug
We've got SAML set up so that users with access to our Google workspace can access Bytebase. I'd want to give all users access to a specific project, but following the logical steps doesn't produce the desired outcome.
Steps to reproduce
- Go to a project -> Members
- Select Grant Access. Select "All users" as the user and "Project developer" as the role. Exipration "never"
Expected behavior
All users have access to the project.
Actual observation: Users that are not explicitly listed as project users don't see the project.
