[MAINT] Deprecate Spiking Code

The spike waveform extensions are a bit out of the scope for bycycle and should be moved to a separate repository. This means #104 and #108 should be transferred, as well as the spikes submodule, prior to the next minor release.

Spiking code has been deprecated and moved to spikeparam. See hash 76dc7f7 to restore pre #120.
