Bitmat format case should be standardised

PNG/JPG or png/jpg should be chosen and be consistent across BCF-XML and BCF-API. Currently BCF-XML is uppercase and BCF-API is lowercase.
We've agreed to switch it to lowercase in the BCF XML repository.
