Waterfall stalls when there are no builds.

There needs to be at least one build for the waterfall to do anything. You get a perpetual 'loading' circle.
At the very least it should give a notice like 'no builds yet'.
Right now it gives the impression that it is broken when it's fine as long as you have one build.
