All Files Dont Have Write Permission

What steps will reproduce the problem?
1. Edit Any File

What is the expected output? What do you see instead?
Error cant save file. Have to chmod it.

What version of the product are you using? On what operating system?
1.3 OpenVOS

I think this is correct behavior -- it protects against folks accidentally 
modifying
a third-party library.  If you want to modify the library, it's easy enough to 
do a
chmod, as you suggest.
