Add the concept of a "Colony" object.

The "Colony" (or "Coven", if we switch parlance) will manage each owned room. This object should include the logic of when to start building / upgrading / when to switch to defense , etc.
It will get integrated into the colonization/expansion code to cleanly handoff control from the Colonization mission to the new Colony.
