Convert Upgrade Mission to work on demand instead.

Once energy stored gets above a certain level, it will spawn an Upgrader and "Reserve" all of the energy that Upgrader will use during it's lifetime.
That way we no longer spawn Upgraders in low energy situations, which turn out to be mostly idle. And it will automatically spawn multiple upgraders if we get a flood of energy.
Cap the Upgrader to a 15 work upgrader at RCL8.
