Placeholder image for topic maps

Currently, when creating a new topic map, the user has to upload an accompanying image. Sometimes, having a bespoke image for a ("quick and dirty") topic map is unnecessary. So, if a user decides to not upload an image when creating a topic map, then a placeholder image should be used.
Implemented and deployed.
