SSL Certificate verification failed

I am trying to run the cnocr in windows (Python 3.9), but there is a failure on verifying SSL Certificate, I have tried everything from online solution but the error still persists. Does anyone have a solution on this?
补充：不是在国内，所以应该不关墙的事情
