Card to track getting the groundwork laid for the Frontend

@mattbalmer this can be as big or as little of a card as you'd like.

Some thing's Id hope to see/decide if needed -

  • Foundation of the frontend (React?)
  • Sample Test (Testing Framework too)
  • Decisions on Precompilers, ES5/6, Coding Standards, and build/contributing flow.
