Links do not work on certain pages

Description
Links on CONTRIBUTING.md, Pull request checklist, and "How to Hack on Brackets" do not work and redirect users to a page with an error. Update the links.
Steps to Reproduce
- Go to https://github.com/brackets-cont/brackets/blob/master/CONTRIBUTING.md, https://github.com/brackets-cont/brackets/wiki/Pull-Request-Checklist, or https://github.com/brackets-cont/brackets/wiki/How-to-Hack-on-Brackets
- Click on the "brackets-dev newsgroup" on contributing.md/Pull request checklist page or Latest [Brackets installer build] on "How to hack on brackets". The Brackets Contributor License Agreement also does not show and returns an error page.
- Directs user to another page with an error
Expected behavior: The links would lead me to a discussion group on contributing.md and the link on How to hack on brackets would have downloaded the newest version on brackets.
Actual behavior: [What actually happened]
Versions
OS version I am running: macOS Monterey version 12.1
Potentially update the latest brackets installer build as: https://github.com/adobe/brackets/archive/refs/tags/release-1.14.2.zip and removing the brackets-dev newsgroup since there seems to be many other links similar to this one on different web pages that do not work.
