Use new version of bottlerocket SDK & upgrade Go dependencies

What I'd like:
The bottlerocket SDK is being upgraded to v0.27.0 in bottlerocket-os/bottlerocket-sdk#82 - we should take advantage of the latest SDK and upgrade our Go dependencies in the process
Any alternatives you've considered:
No-op: we should use the latest dependencies and release a new version of the bottlerocket-ecs-updater
