Support DataSource-free Cayenne stack

There are occasional cases when Cayenne needs to be started without an DataSource (e.g. Agrest stack that requires Cayenne, but serves data from a non-Cayenne backend). Would be nice to avoid throwing "No DataSources are available for Cayenne." exception, until Cayenne attempts to access a DataSource.
