Inkscape VS browser

I don’t yet know why Inkscape is needed, this is my ignorance.

Is it because post processing is mandatory?

Otherwise, most modern browsers render SVG.

Sorry if this is a forum question. Although Is the google group still active?

I really hope this and my other issues come across as me just trying to get a handle on things and trying to clear things up for the uninitiated.
