Add visual cue when user is offline

User should be alerted when there's no internet access.
- Add isOnline to redux store.
- Make the Navigation bar grey in this case.
- Hukamnama shouldn't be fetched in offline mode and user should be asked to show a random Ang instead.
- Toast notification
onoffline. - Show some visual cue for pages that are available offline (search|sggs|nitnem).
