Highlight font installation instructions

Instructions for installing and using the Ahem font are located in a single file and referenced from two documents within the "Writing Tests" section.
Information about installing the font is essential for running WPT, so it should be easily discoverable from the "Running Tests" section.
It may be appropriate to split the document in two. In light of the relatively small size of these instructions, it may my wise to dissolve it into the generic guidelines for "Running Tests" and "Writing Tests".
