Alternatively (and maybe I would prefer it), add a link to the Pubmed page inside the floating pop-up that appears on mouse over.

The problem with a link in the tooltip is that the user has to do this
weird lunging dash to get into the tooltip box from the circle, and if
they're too slow the box may move and they lose their point. You can shove
the box right into the svg corner to make the move easy -- like Andromeda
Yelton did [here](https://situating.us/explore/)--but then it's hard to
mouse around because you can't move down or to the right.
I can put in italics 'click for full citation on nih.gov' or something.
Medium term my hope is to have not just one circle but a few little icons
unfolding to the right that can do 'link', 'edit', etc., and we can migrate
that here--but there's more work in that than I want to put in at this
moment.
