Forbidden replies are still indicated by reply count

Describe the bug
It's possible to increment the reply counter on "Nobody can reply" posts by sending forbidden replies.
To Reproduce
Send a reply from a custom PDS while the reply controls of the replied-to post forbid this.
Expected behavior
Since the post is rejected by the frontend, it shouldn't increment the reply count either.

Additional context
Indication of invisible replies is a potential harassment vector, especially on posts where they're supposed to be restricted.
(This used to be a slight problem on Twitter where replies and quotes could be hidden in locked accounts but still "count".)
It seems the reply also turns up when I search for to:me
(fully visible, mentioning me and in reply to me, but detached from the post), but I didn't get a notification for it at all.
