Thunderbolt 9SE Overweight & MultiTracFCS not attaching to Cockpit slot

Hi There!
During my play through I've found the following issues with the TDR9SE
Because I'm not a fan of nexus I'm using master for the Mods folder, specifically: commit ac07dc3 (HEAD -> master, origin/master, origin/HEAD)
The overweight bit can be easily solved, by removing something from the MechDef
The MultiTracFCS as a perk though I'm a little stumped over.
I can see things like ArtemisIV binding to the cockpit item slot correctly, but for some reason the Thunderbolt quirk isn't attaching to the slot, but the MechBay clearly knows it's meant to be.
I want to make a PR for both however I don't quite understand why Gear_Quirk_MultiTrac_Thunderbolt.json is broken ... does the Crossbow quirk have the same issue?
