Vimboy doesn't load if vimrc doesn't enable syntax highlighting after filetype detection

For Vim 7.4 on Ubuntu 16.04, the user's .vimrc needs to contain
filetype plugin indent on
syntax on
in order to activate Vimboy properly. This shouldn't be neccessary.
I'm not sure what this is referring to exactly. Closing it until it comes up again.
