Small indicator of new messages when not scrolled to the bottom

When you aren't scrolled to the bottom, there's no indication of new messages. You may only be slightly scrolled up and not even realize it. So I propose we put a small indicator that there are new messages. It can be clickable (scrolls you to the bottom).
Here's a very rough idea (I promise my html+css skills are much greater than my gimp skills):
