Bitshares bin import doesn't work

Describe the bug
The 'next' button doesn't show, cannot proceed with bin import.
To Reproduce
Go to add account
Pick bitshares bin import
pick a bin file
enter a letter
fail to proceed
Expected behavior
User can import bin account as expected
merged into develop branch
