People are making pull requests with Markdown formatting issues. We need to implement a check each time someone makes a Pull Request to ensure their formatting is correct.

Describe the solution you'd like
I am learning how to make a Markdown auto-formatter and connecting it to Github with Github Actions. I will study how to make Github Actions using Javascript during the week of 4/5, and will give a walk-through presentation that people will watch when they want to learn how to make Github Actions.
