[Feature Request] Create a Nextjs app for the frontend

We need to create a Next.js skeleton to build the frontend of the camp.dev bot under development here -> #136

set up

• nextjs/router
• tailwindcss
• set up layouts (and style them with tailwind)
• set up ci/cd with Vercel
