Delay Effect

Controls:
- Delay time (encoder click changes to subdivision relative to BPM)
- Filter (In delay loop and before delay loop. Possibly switch selection with click, otherwise controlled together.)
- Feedback
- Stereo control (stereo spread to one side, ping-pong to the other side. Encoder click switches polarity.)
DSP has been implemented. Graphics are mostly done.
