[Quotes] Add opt-out for ,grab, ,qadd

Add a user config option so that users can opt out of being ,grabbed or having quotes attributed to them ,qadded.
Example behavior:
<dax> ,config u quotable off
<BitBot> [Config] Config 'quotable' set to 'off'
<dax> abcd
<jess> ,grab dax
<BitBot> [Quotes] Unable to add: 'dax' has disabled quoting
<jess> ,qadd dax=ghjk
<BitBot> [Quotes] Unable to add: 'dax' has disabled quoting
