[GitHub] Differentiate between draft and non-draft PRs

Bitbot's Github plugin should say whether PRs are drafts or not when announcing them into channels.
does github's built in 'convert to draft' button not solve this?
How should it determine whether or not a PR is draft? Will we use the built in GitHub feature that @xfnw mentioned?
