Cannot take buy offer from not signed makers

A seller can create a buy offer with 0.25 BTC limit (e.g for SEPA) but they cannot take an offer with an amount > 0.01 BTC as the offer is greyed out and shows a warn popup.
We should treat offers in the offerbook and created offers the same way in regards to restrictions.
It was caused by some invalid test setup.
