Support specifying the location of maintenance.yml

This would simplify turning on a maintenance page for a cluster (i.e. putting the file in a shared location).
If you don't get around to it I may submit a pull request for this.
That's a great idea. Maybe even support multiple locations so you could take a whole server down a whole server (if you had multiple apps running on one server) or an individual app.
I'll see if I can get this done but I'd be happy to merge a pull request if you beat me to it.
@adamcrown We need this so I was going to roll it in. I was going to just make tmp customizable, because that's all we really need - a directory we can make writeable. That enough for everyone?
