🐛 Material Preservation Detail - Extraction Procedures display

• I have searched the existing issues

Current Behavior

When creating or editing a material preservation detail, if the extraction procedures are all hidden from the directory (API only) or if there are simply no extraction procedures in the database, then the list should not display at all.

Expected Behavior

No headed section called extraction procedures
