With Requirements, Installation, Configuration, Usage
These sound old - like a C library - but are essential.
I didn't add a readme because I didn't want developers to have to delete the readme for every site they build. Is there a way to have a readme that's not included in the download?

You could add a README template/skeleton that will be edited/distributed by developers.

In .gitattributes file it is possible to export-ignore any file.
