Single Node Openstack Linux Bridge Tutorial meta data proxy fails.

Everything seems to work with the tutorial, but the meta data proxy doesn't seem to be working as the VM's can't hit the 169 address. They get dhcp fine, and can ping 50.1.1.2 (but they can't ping 1, I don't know if thats a problem). The first vm receives an ip of 50.1.1.3.

What information would you need to help debug why the meta-data proxy isn't working?
