Enable reporting of events at user-desired cadence

Problem:
Events don't necessarily occur consistently at fixed intervals but many tools require fixed time-steps for viewing results.

Proposed Solution:
Enable the ERIN cli to take a fixed time interval for outputs. The normal events would be derived but, prior to writing, we would use that data to write out at fixed intervals.
