BigchainDB scalability

Hi, I'm new so sorry my ignorance in advance, I want to set a really big network using bigchainDB, a log time ago I saw that bigchainDB was able to achieve a linear scalability, but now is based on Tendermint so it is also capable to lianear scalability or is bound by 300 validators before dropping the perforance?
My goal is to create an ecosystem when a lot ( thousands ) of nodes could join to the network, it is possible to do so?
For example if I start the network with 4 nodes, using upsert-validato
i can add new nodes without restarting the network right? Could someone tell me how the upsert-validator
works?
I created two separated nodes and I wasn't able to create a network, I need first a cluster of 4 nodes and then I will be able to add a new one using upsert-validator
?
