Tooltip position not Reactive

Currently if the original element that has a tooltip is moved in the dom (ie if it was initialised on an item in a list and the list grows moving the item further down the dom) the tooltip displays in a strange place (usually at the top of the page).
I will attempt to create a repl to demonstrate...
Is there anyway to test sveltestrap v4 in a repl? Or is sveltestrap lib same for v4 and v5 of boostrap and the only difference is the css?
nvermind its only an issue in 4.2.1
