Split `uri` into vanilla and browser implementations

@tadatuta, I've took a look at the uri code. build is the only one browser dependent method as I found. I think I can do this if you give me a good example of the block with separated browser and vanilla parts :)
Do I correctly understand that it is necessary to use the block on the server side?

For example you may refer to i-bem.vanilla.js and i-bem__dom.js
