Add local time search

Currently, it is necessary to know the time the photo was taken in UTC which is not always practical due to cameras often being in local time (with no indicator of the time zone).
It would be good if users could assume that a photo timestamp was taken in 'local time' and have ShadowFinder use local time at each point on the globe.
