docs - New version of Libpython-testsuite for Ubuntu 18.04

the contributing docs mention the version of libpython test-suite to install for linux systems.Current mentioned versions are 3.4 for Ubuntu 12.04 and 3.5 for Ubuntu 16.04.Now 18.04 it requires 3.6 of libpython-testsuite.I have made a PR with the same change
