Refactor Display of Quizzes to Use Polymer / Web Components

Quizzes are a perfect example for a "Component" and don't need to be dedicated to llab directory. Refactoring them out could make things more useful and could potentially make development and loading simpler.
Some research needs to be done on this. We can still define quizzes however we want.
