Add option to target specific PR from command line

This will allow Farcy to be integrated in, for example, a Travis build system instead of as a separate running process.
It's also helpful when debugging.
It might require extracting the GitHub event code.
Nevermind the comment about integration with Travis. Can't store auth in the cloud
