High Impact Promo Go Live and Tidy Up

Once #10033 is merged we need to enable the High Impact Promos to go live, whilst also removing leftover Optimizely code.
Describe the solution you'd like
Remove all Optimizely leftover testing code in CpsFeaturesAnalysis, and checks that prevent the High Impact Promos from appearing on live.
It may help to compare against the PR which added the optimizely decision logic in CpsFeatureAnalysis to help see what code needs to be removed. Bear in mind that optimizely code still needs to be available within Story and Article pages as the Hindi experiment is still on those pages.
Removal of tests being skipped should be carried out as well.
