Ability to exectue container_run_and_commit under a different architecture set

Description

I'm building a Java amd and arm container. keytool invokes the binary within the container thus failing to run on my AMD64 chipset.

     container_run_and_commit(
         name =  java_version + "_" + arch + "_" + distro + "_install",
         commands = [
             "keytool -storepasswd -new $KEY_TOOL_PWD -storepass changeit -cacerts",
         ],
         image = java_version + "_" + arch + "_" + distro + "_installer.tar",
     )

Describe the solution you'd like

Emulate the commandset like how docker buildx does it.
